Of course the guys at the top knew what was going on, at least at some level of detail. I think the brass chose to ignore what was going on in the prisons, because allowing it to continue would allow a particularly insidious ideal to continue: all mulsims are evil and despicable, and they must be "taught" who is the true power in the universe.
Sorta gets to the heart of why I hate the Shrub as much as I do.
